So easy question without any exact answer!
We got hot discussion with my colleague regarding that and did find the names transliterated as 'Хельмут' and as 'Гельмут'.
Both are acceptable, but the last one is more classical.

Regarding 'Шутц' and 'Шютц':
it depends on the history of the person and his name. The most important is Umlaut presence.
For example, this Schutz is American, and no umlaut is expected and written.
But that Schütz is essential German and we'd translate it as 'Шютц'.
