I once heard that IM injection tends to yield higher variability in PK, is that true? Relative to IV.

I think that's true by some margin, usually.
One joker is that IM is not IM. Quite a few IM injections end up being SC in part or in whole.

By “definition”?
As soon as you add an entry compartment to the system, its inherent variability will increase the overall variability, since the variability you already have (elimination and eventual distribution) will remain constant (driven only by the properties of the drug).
