 Latin Square Design ? [Design Issues]

Dear All,

Can we consider the below design as Latin Square Design?

T1 T2 T3 R
T2 T3 R  T1
T3 R  T1 T2
R  T1 T2 T3


And moreover, I was taught that an LSD can be check/explain in short as the same sequence of treatments will be same in a row or column. Is this correct?

Please help me in this.
