 reference listed drug [Regulatives / Guidelines]

Dear all,
I would like to know as to from where the reference drug for bioequivalence studies is decided for european sudies. In the absence of standard reference (such as Orange book for USFDA studies), there appears to be a lot of ambiguity in this aspect. Kindly clarify
