 delegation responsibilities for a study [Regulatives / Guidelines]

Dear HS,

Can a person be delegated for a study before protocol training?

Suppose a person is delegated on 15 Jul by the PI and the delegated list was approved on 15 Jul. If the person delegated was not present on 15 Jul and on 16 Jul can he accept his delegation and can he able to perform the activities by taking training on 16 Jul before involving in the activity.
