I read that the medical director or principal investigator has the responsability of designing the investigation writing the protocol and the report; and the clinical investigator has a more operational approach but can help with the above responsabilities.

Dear,
both are same no difference as per GCP both known as only investigator and not required that he/she should be physician.
by education, training and profile any one can be an investigator.
