 BE for Lozenzes [Regulatives / Guidelines]

Hi All

We are working on Lozenze formulation which has a local antiseptic action. I am interested to know, whether this lozenze require a BE study. The formulation is developed for Europe & Russian Market. Request you all to give the information.
