Assuming you mean the WHO's prequalification programme, you should start by clicking this link.
Contains info on how to get in touch with the PQP staff, although admittedly, it is very hard to find an email address of any type there. You might need to dial WHO's office in Geneva to get an email address. If you look at the past presentations from various events related to the PQP you will likely identify a few relevant people.
