 RASBE - 95% upper confidence bound [RSABE / ABEL]

Hi all,

Can someone explain to me the definition of 95% upper confidence bound and why the RASBE criteria is "less than 0" for this parameter? Reference would be great :-)

I searched around a bit but I haven't been able to get a clear answer.
