There is no sequence and formulation.

That's the standard design.

What? Do you want to run a replicate design of one formulation? See this thread. What is your rationale of such a study? If you want to show that the formulation is highly variable (in order to claim widended limits), such an approach is not acceptable to authorities. HVD has to be demonstrated in the same study (test & at least reference replicated).
