I suppose you are doing this on the corporate notebook, right?
I bet your company has high level cybersecurity rules applied, and it also includes GPO for VBA in Office applications (an example).
In such case you cannot override this policy. A bit strange that you have an access to Macro Settings, usually it is greyed out.
To check this, you can try to open this xlsm on the PC out of your corporate network (say at home PC).
