The Hilton Washington DC/Rockville Hotel & Executive Meeting Center is sub-optimal, politely speaking.
Avoid “Atrium View” rooms (for the reduced rate of $ 209 excl. taxes; likely without breakfast) because some have no windows. Book a “City View” room instead. Arrive as early as possible (check-in starts at 4:00 p.m. Eastern Daylight Savings Time). In 2016 a friend arrived at 5 p.m. and was told “Sorry, we are booked out and have no available rooms.” She booked more than two months in advance… 

Strange that the conference will not take place at the hotel like in 2016 but at the USP–U.S. headquarters (12601 Twinbrook Park­way, Rockville, MD 20852-1790). Be prepared for a hike. If you prefer a taxi (4 minutes), good luck getting one. Forget public transport (10 minutes) – you would have to walk half of the distance anyway.
