but in the link above you can see
Uncorrelated noncentral normal ratio ...Under certain conditions, a normal approximation is possible... Correlated noncentral normal ratio ...The offset result is also consistent with the "Cauchy" correlated zero-mean Gaussian ratio distribution in the first section...
