ISTD variation [Bioanalytics]

Dear All,

During study sample analysis one subject's samples (all samples of period II) ISTD response obtain lower (around 60-80%) than the CC, QC ISTD response. So, We have reprocessed and anlysed this subject study samples (Period II) then, same ISTD response obtained lower(around 60-80%) than the CC, QC ISTD response.
Analyte response was not decreased with ISTD response.
How can we handle this subject data?
Shall we report as Not reportable values for this subject in analytical report?
what are the possible reasons for obtaining low ISTD response in particular one subject compare to CC-QC ISTD response?
