If you don't have anything else in place - describing the allowed accuracy of the weighing procedure - the number 1000 would suggest anything between 999.5 to 1000.4 as acceptable (otherwise you probably should have used the value 1000.0).

There's nothing to adjust for. Use the concentration 'as is'. If your LOQ in validation was (by the chance of an exact weighing) let's say 10 ng/ml; with the new stock solution it's 10.002 ng/mL. So what...
