Group Effect for Canada [Design Issues]

Dear All,

Could you please clarify me that the Health Canada will accept study with groups? (i.e, due to less volunteer turnout, the sample size has been divided into two groups separated with 20 days) If so the ANOVA model will be same as FDA type?
