Bioavailability [Regulatives / Guidelines]

I have a question. is Bioavailability always defined basing on PK parameters only or there can be any other measures where we can define bioavailability.

According to Bioavailability definition "the rate and extent to which the active ingredient or active moiety is absorbed from a drug product and becomes available at the site of action." is availability of drug only measured through PK
