Specifying Viscosity [Regulatives / Guidelines]

Dear all,

Can anybody suggest me how to specify the viscosity range at 25 degree of a formulation. I have got the viscosity at various spindle rpm (Various %Torque). Now my problem is from all the data obtained, how should I interpret the results and how should I put viscosity spcification.
