CDSCO is still anouncing a 'Consultation For Review Of Guidelines':

CDSCO is currently reviewing the guidelines enlisted on the left side panel with the intent to release contemporary guidelines which would be in tune with the current scientific knowledge on the subject. All concerned professionals and stakeholders are invited to review these documents and e-mail their feedback by the end of April 2003.

The March 2003 Draft was removed from the left panel and replaced by a link to the 'Current guideline'. Since the document itself (produced on March 18, 2005) does not contain the word 'Draft' (which the file's name suggests: 'BE Guidelines Draft Ver10 March 16, 05.pdf'), I'm a little bit confused whether the state of the document is final or not...
