Bonus counter-question [Two-Stage / GS Designs]

Ahoy dlabes,

I am simulating a lot these days, and am trying to reproduce Potvin's table 1.

For Potvin's method B I cannot, however, see the reason behind p252 bottom right where they show a calculation of s₂².
Why not use something ähnlich to the formula for s₁² but summed across all observations in in the entire dataset after inclusion of new subjects?
