I wa littel clarification,

As per my knowledge Member secretary is external person appointed By IEC for administrative purpose bet'n IEC and investigators.If So

-Can IEC appoint a One of IEC memebr as Member secretary?

-Member secretary can vote in a quorum and his/her vote consider for approval of protocol?
