Do you really mean such a design?
It would be a very unusual design. Usually a three treatment BE study is done as a 3x3x3 (3-treatment-3-sequence-3-period) or 3x6x3 crossover design. Search the forum to find many posts regarding these designs.
If you really need a 3-treatment-2-period design (out of curiosity I would know why) I recommend you Chapter 2 of
S-C Chow and J-P Liu
Design and Analysis of Clinical Trials
John Wiley & Sons, Chichester (2009 Third edition)
which deals with Balanced Incomplete Block Designs (BIBD).
