The “Box and whiskers plot” was introduced* by John W. Tukey. He suggested the quartiles ±1.5× the interquartile range (IQR) as warning limits (aka “inner fences”) for “mild” outliers (and 3×IQR aka “outer fences” for “severe” ones).
