Reference product [Tips / Tricks]

Dear all,

I have a quairy regarding selection of reference drug for EU.
Is there any specific list (like orange book for FDA) is available for EU and for other Regulatory (caneda,MCC,WHO).
Shall we select a drug as a reference product(for EU),which is withdrawn from the market by manufacturer.
