 Bioequivalence centre and In vitro (formulation lab) [Dissolution / BCS / IVIVC]

Dear All,

Can an approved Bioequivalence centre can have separate formulation lab (In vitro studies).

Any regulatory perspective. Can EMA / FDA / WHO approve this set up?

Any conflict of interest is perceived?
