...saw a figure yesterday that this patent evergreening trick will cost the US tax payer some 10.6 BILLION $$$. So: every right to investigate, or?

I agree 120%.

Regrettably keelhauling has gone a little bit out of fashion nowadays. It is associated with less bureaucratic burden and produces impressive results in a short time frame.
