 solvent for dosing [Design Issues]

Dear All,
Why there is different quantity requrement of solvent for dosing, for ex. 240ml
for us, 200ml for Anvisa, but for actual dissolution 250ml of solvent is needed ?

So plz reply ASAP.

Search (we had this numerous times)!

Hint 1: The fluid in administration is not a solvent.
Hint 2: Unquestioned tradition.
Hint 3: USP beakers existed before BE standardization.
