Today it states:

PubMed is open, however it is being maintained with minimal staffing due to the lapse in government funding. Information will be updated to the extent possible, and the agency will attempt to respond to urgent operational inquiries. cc.nih.gov states:

The NIH Clinical Center is open and continues to function during the government shutdown. Patients currently enrolled in a protocol at the Clinical Center are able to continue their participation. However, at this time, the Clinical Center is not able to admit new patients – unless deemed medically necessary by the Clinical Center chief executive officer – if they are not already enrolled in a protocol. Please consult with your research team.
