Tmax is strongly dependent on the chosen sampling scheme. The sampling distribution of Tmax will always be a discrete one (see here).
The (arithmetic) mean is the best unbiased estimator of the location of the normal distribution – but it can be substantially sub-optimal for distributions close to the normal and will be inferior for all discrete distributions.
